The Abia State Government, led by Governor Alex Otti, has directed N1.5 billion in expenditures towards vehicle purchases for state legislators within just three months, according to a third-quarter budget performance report. This report, which covers July to September 2024, was published on the state’s official website and sheds light on the state’s controversial spending allocations.
A portion of these funds went to 15 Innoson IVM 5000 buses, each reportedly valued at N23 million, totaling approximately N345 million. These buses were designated for the state’s urban Task Force operations, while the remaining N1.5 billion was allocated to cars for the members of the State House of Assembly.
In contrast, a significantly smaller portion—just under N300 million—was dedicated to repairing public schools across Abia State. This discrepancy has fueled criticism of Otti’s administration, with many residents questioning the prioritization of luxury vehicles over urgent infrastructure and educational needs.
This isn’t the first time the state’s spending on vehicles has sparked debate. Earlier in the year, the approved budget showed N1.5 billion allocated for purchasing two Toyota Hilux vehicles, which Otti later attributed to an Excel software glitch. Yet, additional budget analysis revealed that over N5.8 billion was set aside for vehicle purchases, covering cars for the governor, commissioners, judiciary officials, and other high-ranking state entities.

Meanwhile, the National Bureau of Statistics reported earlier this year that 30% of Abia residents live in multi-dimensional poverty. Furthermore, residents in Aba, specifically around the Nkwo Ngwa market, have expressed frustration with poor road conditions, accusing the government of promoting progress on social media while only performing minor repairs on existing roads.
Despite the state’s poverty challenges and infrastructure issues, recent budget details show that the Governor’s Office alone has allocated substantial funds for vehicles. This includes N1.5 billion for cars for commissioners, judiciary members, and permanent secretaries, and an additional N2.8 billion designated for Government House motor vehicles and MDAs.
